About Dr D Vijay Kumar
Dr D Vijay Kumar, a development professional has been a member of the Indian Administrative Service (IAS), India’s premier civil service, since 2004. He completed his DPhil in the field of Economics of Education wherein he evaluated the impact of India’s national school choice policy on children’s outcomes and investigated related questions central to the theoretical and empirical debates on school choice in developing countries.
He completed his PhD in Economics and Public Policy from the University of Oxford and has since returned to India to work on the formulation and implementation of social policy.
A native of Andhra Pradesh, Dr Kumar is currently posted as the Commissioner and Secretary to the Government of Meghalaya in the Planning and Finance departments besides the Chief Minister’s secretariat among others.

The Company is a functioning Company as of today and has been constituted to prepare projects, mobilize finance, facilitate procurement, and provide credit support service for construction, development, operation, maintenance, rehabilitation, and upgradation of bankable infrastructure projects in the State of Meghalaya.
